Perhaps the-read the above post again. There is already "talks" about it and has been for some time, the legislative proposal looks like it will be finalised and brought to a head for a vote January 1st. A more formal pathway with more consultation and higher likelihood of passing than the "private member's bill" last time around which essentially acted as the opening for talking about it phrased how you're wording it.
