That doesn't even touch on practicality (no one has an explanation of it working), poor design of policy (it could affect everyone) or how this affects junior miners and prospectors disproportionately (compare the incentives to executives on established non resource sector ASX listed firms).
I'm guessing it is a fairly unsophisticated way of trying to put downward pressure on house prices.
