Who knows the real circs...one thing is almost a given...when a clipped video is aired and the leadup to the moment they want you to focus on is all that is shown... its a fair cal that almost certainly what transpired prior to the clipped bit - was both relevant and nonsupportive of the narrative the clip is promoting
