There is a value for shareholders in any company to vote for/against resolutions that affect their investment. Even if that is just sending a message.
Normally, about a third of shareholders will vote anyway and 4% is rather pitiful.
Making the assumption that your vote does not matter is still a cop out - retail voters do matter. The two strike rule on remuneration is an example of how shareholder voting can affect the operations of a company.
