such standards were abandoned by the Abbot Govt slashing of red/green tape...... remember that period? a real DODGIE endeavour.
they also closed the refineries and reduced the amount of fuel held in reserve, making us dependent on Singapore refined fuels. it pushed up our direct fuel costs.
