He's hardly going to throw in a million bucks to the shortfall without being satisfied how it is going to be used.
He'd be asking if it's going to be used for proper exploration ?
Or, is it going to be used on admin and directors' remuneration ?
Etc...
Imo, that's most likely the hold-up on him (and probably also the other underwriter) stumping up the cash for the shortfall.

At the end of March they had only $121,000 in the bank from $648k at the beginning of the quarter.
$528k burn compared to previous quarters which seem to be 100k-200k more than that, so imo it's pretty obvious they're struggling big-time.
ASIC generally want to see around 3 financial quarters of funding in place to keep the 'going concern' tag so they need to show around $1.5M in the bank to keep them happy.
That $121k they had in the bank at end of March is long gone by now and already 'digging' (pardon the pun) into the CR cash.

Any idea what Jose's % holding is ? His name isn't on the top-20 list (data from last Sept) so I presume he's an investor via his company/trust registration ?

I'm figuring this TH won't be lifted tomorrow until the 'negotiations' have been concluded IF it's Jose & Co. that are involved, potentially trying extract an outline or contract as to what their funding would be used for.
They might also be insisting (if they have any sense) to take some kind of controlling seat on the BoD to ensure correct use of the finances provided by both themselves and other shareholders (retail or otherwise) such as yourself.
