My guess is that they had received indicative support after all a few million PF is no big deal. However they may not have been upfront about the dfs and when the capex ballooned, their major supporters were disappointed and said enough is enough. If briefed on the blown up capex, their allies would have advised them to double their PF shares but change the conditions accordingly to milestones.
