China can manipulate the price way way down by supporting local China production, that would otherwise be uneconomical. Then cut/bring back supply as needed to ensure the cost stay low and do not represent the real underlying value, All the while acquiring any emerging global supply at a super low price point as any competition has been forced out of the market.
