The Fuel cell was certainly a requirement to receive the remaining funding although an alternative may yet be negotiated.
When BOC withdrew from the offtake agreement, which was the original requirement for ARENA funding, Hazer substituted the fuel cell. This is definitely a requirement since they were forced to buy a second fuel cell when they discovered that the first one could not be connected to the grid, and sell the generated electricity.
I am pretty sure Hazer have not received the remaining ARENA funding.
