As said in the article, Bolivian salars are of low quality due to magnesium impurities. Chemistry is over Engineering and there's no magical recipe no philoshoper's stone that can purify that lithium at low cost. Whatever you implement at Bolivia, it will work cheaper at Atacama or Argentina.
Andover won't fit to TO's words about jurisdiction second to asset quality.
IMO, if LTR merges or aquires any asset it would be to improve cash balance asap. Neither Bolivia or Andover will do it. Alternatively, they could be present a M&A as a way to raise funds (CR) that could help the new company for 1-2 years. Actually, I guess that this was the final objective of Albemarle when it pretend to acquire LTR: offer a CR not solely to improve their weakening cash position (as they finally had to do) but to both strengthen cash and finance a purchase. Markets normally prefer the second offer because it gives more chance for improving future financial results.
