I agree that the current offer was so low that a higher offer is likely (but only slightly >50%), just not sure from who. It's an asset that would only be suitable to a mid-tier and locally these have been hollowed out over recent years. Did the BOD canvass any overseas suitors other than Harmony, which is effectively a local? FIRB hopefully should not be an issue for a Chinese company.
