Looks like he is doing what he can. That scoping study is still just around the corner (before end of June). Can't guarantee anything - but David would not be there if there was a firm 'no'. It's likely a 'shakedown' of Western companies that have just been sitting on assets, and delivering zero value for Guinea. Some unsavory types sit on resources in interesting countries, and then just run money through them for the taxation benefits (think Belize) - in a way it's good that Guinea is doing this, it flushes out all the sht companies that are just abusing the country. Time will tell.
