It's the 5% threshold that really matters at the end of the day to become a substantial holder.
What is clear is that they have an interest to own more of the company.
What was weird was the 1mil dumped out at 2.6c on the open just before the news was released. Either a seller that had a few sleepless nights over the weekend and couldn't handle another minute of being a holder or someone got wind of the placement and not knowing what the price / terms were...
Strong price action to finish the day, clear out the volume and close on the highs of the day. Bodes well for the coming week
