Its simple,really, Trees. Russia (ne the Soviet Union) has had lots of nukes for a long time. The US couldnt confiscate them without ceasing to be the US.
In recent years it has come about that the regulator that determines who can have nuclear power of any kind is the US. They, and Israel, determine who can have a reactor and who cant. First,you have to cede sovereignty of your country to them...and then ask nicely. They MAY let you have it. If not, you become a rogue state (for even thinking the word "nuclear"), and join the "axis of evil". It does not help your cause if the leader of your country has a name like "Kim" or "Mohammed"....no,no,......you have to be an "Ehud",a "Dimitri", or a something like a "George". "Isnt that unfair?" you ask?. Yes it is. How can they enforce that? They have more nukes than anyone else..... Simple, eh? Now,little Grasshopper,do you seek further enlightenment?
