Israel has vowed to continue the war until all the captives are returned and Hamas is defeated, or disarmed and exiled.
If more Palestinians are killed in the meantime then Hamas are to blame for not returning the hostages. ( most hostages have already been murdered by Hamas so why not return the bodies)
