gut feeling only
Tech was in the process line at gf post design and tapeout/ tapein so IP and collab manufacture teams from gf/ wbt were actively running 'Lots' / wafers at 22nm ....whatever developed to delay progress in house with wbt and gf ie go quall your 22nm and come back with a customer and we'll throw more at it.....
you'd want an active ip and process protected till that time even if you were in some sort of JDA ....
its wherecmy thinking is I'm guessing though
