No I don't believe they were trying to encourage retail buying - I believe the opposite in fact.
Looks like a well orchestrated move to get 'the boys' in for a little lower and screw retail at the same time.
The more instos, MMs and T20s control the easier the sp is to control.
Most directors don't give two stuffs about 'shareholder value' - that is until all the boys are fully loaded, then they can start to roll out the good stuff.
When that is and what that is is anyone's guess...
