How many pre-emptive strikes can you recall that ever actually de-escalated a situation?
They usually on have 2 final outcomes. Either they are an excuse to escalate a conflict and go into those countries to take control, or they are an excuse to escalate a conflict in order to obliterate those countries. In other words they are acts of aggression, not defence, which is in keeping with what the current Israeli campaign seem to be about. Find excuses to go in and destroy or conquer their neighbours, use the excuse that if they don't do it, their neighbours will do it to them.
Using that logic, everyone should go and knock over their neighbours or enemies.
