If the US want Makuutu's product for a "quick & cheap" win, IMO they would want a US based refinery for domestic jobs/benefit as well as national security. Not like it costs that much money to them, but if they're trying to get away from China controlling the refining of rare earths, why would they want their product being refined in Brazil instead?
