QPN - QPNO - WHY so heavily weighted on the SELL side

The MARKET DEPTH is trying ro tell me something about QPN

But I can't get the DRIFT

Other stocks holding their own have BUYERS numbers in advance of SELLERS for more vol.

QPN depth seems to be a complete muddle at times- trying to move against the tide.

For example QPN @ 12.10 PM (last sale @ 11.03)

-Four buyers @.015 for 423,053 TWENTYTHREE @ .014 for 15.0m - TEN SELLERS @ .016 for 4.8m

WHICH MEANS TO ME that no one wanted to sell at .015
and no one wanted to buy @ .016 for the last hour.

No one with a brain would SELL @ .014 ,So why are they queing up for .014 on the BUY side
