institutions like these aren’t what you are looking for. In particular vanguard is really just an index fund: they HAVE to hold the constituents of the indexes they are trying to replicate (not getting into semantics of ETFs and a literal index). Vanguard would definitely be lending out to shorters that’s how they reduce their bottom line and get low fees for clients.
