Not really directly answered though. The response I got, which appears to be a standard response, included:

Our Long-Term Vision: Commercialisation or Partnership?

A question we often get is whether InhaleRx plans to commercialise IRX-211 independently or partner with a larger pharmaceutical company. The reality is, we remain open to both pathways. However, given our size and focus, we believe it will be most strategic to partner with a major pharmaceutical company after obtaining positive Phase 2 results and securing an open Investigational New Drug (IND) approval in the U.S.

This partner would then likely lead the Phase 3 development and eventual commercial launch, leveraging their regulatory expertise, distribution networks, and commercial infrastructure to bring IRX-211 to patients globally.

So the above suggests to me that they would leave it to the partner to market it the drug, no information about the marketing of the company itself though.
