August was a misquote. The Minister said "august" but it was in a different context, the old-fashioned use of the word, not the month. He said by the end of the second quarter which is June.
However, you are welcome to think it will be by August. That should be a good way to avoid disappointment in our world of seemingly endless disappointments.
