Some might not, and if those people have engaged in shooting unarmed civilians they should be tried and convicted.
At a higher level, Hamas controlled the Gaza strip.
Hamas effectively declared war on Israel in October 2023.
How much blame do you put on Hamas for a) starting this round of the conflict, and b) not surrendering by now?
It would've of course been better for the civilians of Gaza if Hamas fought like a more typical army, but they choose to enmesh themselves with civilians.
