with respect I don't think you understand projects. SinoSteel core business is the following.

Nowhere does it say they are a constructor. They could dump a bunch of containers on the dock, either FOB, or CIF and if lucky may arrange heavy transport to site, and certainly some technical engineers to provide advice on site during construction and will control commissioning. But who is managing labour and site activities? All the links of the chain need to be equally strong.
By talking about it I'm not raising concerns but improving awareness of all the pieces involved. Your conclusion Sino will build is vague. There's the onsite activity and a chain of risks and responsibilities. Whose balance sheet does it hit if there's a SNAFU? What constitutes a SNAFU, and how is it split? Who is the constructor is a key question because what is their track record on completion and labour relations.
Sino may well be backing this with their balance sheet, but who is the next down the line actually doing the work? This would be nice to know, eventually. (I don't want to open the door to Zzedzz on this because he will be burping away every day for the next two years about construction problems). Plenty of things can go wrong from trucks tipping over to site safety isssue..etc.
I don't aim to be a Pollyanna, nor a Chicken Little, but assuming "she'll be right Sino will build it" isn't quite right.
To leave on a positive note, I fully expect this to be a pretty straight forward task overall if its expertly Project Managed. Mr Arthur Hunt should eat it on CDU's side. (I can say nice lovely things about him, unlike Cameron, because I haven't seen Cameron's bio).
