I think that statement implies that Sino or one of their subsidiaries will manufacture it. I misinterpreted your comments because you used the term construct.

You may well be right it could arrive like an Ikea wall unit complete with missing parts and dodgy assembly manual ! LOL

Jokes assist it makes sense to use mostly Australian labour with a project foreman or 3 from sino to Assist Arthur with the on site commissioning and ramp up.
