Could well be that the SP is being manipulated? Have a look at some of the last sale amounts - 1 share; 2 shares etc!
Bottom line is I don't think the company is well known, and the board are developers and operators, not promoters. The market is also wary of capital raising (versus debt) required to build the plant. Until that's known the stock will be a "watch" IMO.
