Those rules are only for us retail investors.
Professional investors can do prettu much anything, including 1 share for 1c.
They can also jump the queue by putting in buy/sell orders in half steps (e.g. at 14.75c instead of the 14.5c or 15c step that us retail need to obey).

I was trying to sell my BOT at 15c and it took all day because somebody kept jumping the queue at 14.75c
