That's actually a pretty amazing funding deal.
20M at minimum $1.5 a share. But if the VMM share price is higher than that it's 5% discount to share price.
Typically S/P gravitate towards the issue price on raises. Private investment is much better than brokerage as well IMO.
Add to this the government funding. extremely good deal and answers the questions about funding arrangement for the next 1-3 years. VMM also retained right to other funding deals. best of both worlds.
