"how much did that gem cost the tax payer"

Considering the Abalone industry generates cash in the hundreds of millions, I would say it actually 'costs' the taxpayer nothing.

Even if it did 'cost' the taxpayer, most of the advances in social caital, such as medicine, etc, came from taxpayer funded universities and research organisations.

That is why the benefits of taxation funded social capital are supported by the folowing divine wisdoms & relevations:

    Matthew 6:24
No one can serve two masters. Either you will hate the one and love the other, or you will be devoted to the one and despise the other. You cannot serve both God and money.

    1 Timothy 3:3
Whoever aspires to be an overseer desires a noble task. Now the overseer is to be above reproach, faithful to his wife, temperate, self-controlled, respectable, hospitable, able to teachnot given to drunkenness, not violent but gentle, not quarrelsome, not a lover of money.

    1 Timothy 6:10
For the love of money is a root of all kinds of evil. Some people, eager for money, have wandered from the faith and pierced themselves with many griefs.
