Paul100's answer might be "no" but its wrong. By introducing a tax on filthy carbon pollution, we leave the pariah states behind and might just start making a difference. Whether we do make a difference depends on how we change some of the variables under our control. For example the rate of tax needs to be high enough for polluting companies to invest in low carbon technology
