Why not think of it this way. But for the NTA that protects sacred sites there would be no, repeat NO, possibility of mining on Irvine.
So, even if there was a theoretical 200m tonnes of IO under the sacred sites, isn't it better to leave it there on the basis that PLV have access to much more than that elsewhere?
A bird in the hand, as they say.
So, if you want to ignore the morality of respecting someones beliefs and legal rights, consider the personal interest you have in seeing Irvine mined. :)
