Here is your first sentence, the quotation marks are mine;
"Tony Abbott has previously said climate change is crap. "
I think you have accepted that he didn't actually say this but he did say that the science behind it is crap. As I understand it you are arguing;
a) that his actual statement is in practical terms the same as that which you have ascribed to him. This is incorrect. I also believe the climate is changing as it has always done but the science which credits this to CO2 is weak. The two statements are not the same.
b) others such as Mr Brown have incorrectly quoted Mr Abbott so it is OK to do so.
Your first sentence was incorrect whether in quotation marks or not. I won't pursue it anymore.
