I don't think it'll be back to "normal" The industry has to adopt changes to make the plants safer in these quake zones. I know you can't account for every terrible thing that "might" happen, but the fact that media outlets are claiming that this enery company cut corners in saftey systems for the nuclear plants, shows why independant auditing should be mandatory for anyone constructing and running nuclear plants. (weather its true or not IDK)
Im am 110% committed to nuclear power, it is a great power source and carbon free, but to keep it safe, saftey designs, systems and proceedures should have to be followed to the dot to make sure that whilst they are in use they are as safe as we can make it. This is where independant auditing wins.
Huge improvements in safety systems over time have been implemented, but there will always be more ways to make the industry safe.
Back to normal, i dont think so, i hope any complacency that was there gets stamped out to keep uranium as a clean, safe and reliable power source.
