The people who voted in Rudd in 2007 believed that NEW = improved. Sadly, they were gravely mistaken.

Liberals no way perfect - no Political Party of Politician is; but, in their cycles of being in power, State and Federal, the Coalition almost always have to spend their first few years cleaning up Labor's financial messes, and trying to re-adjust the damages done, before they finally get up a head of steam - so it turns into a Catch 22. They just get their act together, then the public get sick of them, think it's time for a change, and vote them out.
