Free will. People who actually believe in God (as opposed to those who say they do) will have a conscience and consider themselves accountable to something higher than themselves.
Better not to confuse religion with a deep faith. Institutions hide plenty of things till they have the will to clean them up, and I am all for that.
Even Fabianism is considered a religion by some.
