Not certainty, Reichman but reasonably calculated risk.
After 32 years of monitoring those in the vicinty of Three Mile Island there is no indication that anyone suffered. And scientists in the early days explained there was no danger of another Chernobyl for all sorts of reasons DYOR.
Yes there were some anxious moments, but the Japanese methodically went about cooling the reactors with utmost regard to workers and local population safety, gleaned from the constant scientfic updates and on-line NHK coverage, check out http://www3.nhk.or.jp/nhkworld/ and listen for a while to get a flavour of the way the Japanese are handling the crisis.
