Could be any one of a number of reasons, but I believe you are right. The price is being kept here. I think there may be a lowball offer coming to entice some substantial selling. This stock could be used to provide to underwriters for a foreign listing. After all, the issue of new scrip would only dilute the larger shareholders, and they wouldn't want that.
