Do we take it from today's 'Proposed Share Placement' announcement that efforts to raise capital in the US were unsuccessful?

Further, as the proposed US capital raising was at 7.5 cents a share, and this announcement is at 3.5 cents per share, does it also mean the company will need to come back to shareholders sooner for yet another refresh of the 15% cap on new share issues?

Ot is the US capital raising going to happen later in the year? (The 15% cap will need to be refreshed either way, as I see it, as this proposed issue along with the 13M shares issued last week means they've already just about used up the limit refreshed after the passing of the EGM resolutions).
