If PRR anouces listing of NASDAQ listing and then also at teh same time say that they will rais the required capital after nasdaq listing at say 85% discount to the sp and that they will raise about 15% in additional shares (100M) - isnt this still a cheaper option than ST.
I can see the benefit if something like this is done, but what do others think?
