cost of crusher mobile plant

Can someone please explain to me how the cost of a crusher can be reduced?

If you look at the first rights issue to raise 16 million they had the cost of crusher at 3 million.Then when they had to amend and the right issue price to 2.5 cents they reduced the cost of the crusher to 1.3 million.

Sorry how do this work, what they get it a cheaper price cause they could not raise the original amount?

I hope we are not being taken for suckers?
