The mining license for Mt Penny won't be issued before early 2012. In case of the new government acting on their threats of a review of all exploration and mining licenses it may even take longer.
Again, I would be surprised if conditions for the Cascade takeover wouldn't be improved by a resolutive condition for the case of Cascade not obtaining all permits.
