meteor downs mla by 31 march???

I am new to EOC, and trying to get up to speed if this is worth investing in.

In their announcement "Orion Downs Coal Projects ? Mine Development Scoping Studies" from 24-Feb-2011, I was reading

"7. Planning
Endocoal has engaged consultants to prepare a Mining Lease Application (MLA) for Meteor Downs South, with anticipated lodgment date of 31st March 2011."

What happened to that?
I cannot see any follow on announcement about this.

Is it running late, and if so, does this company have a good or poor track record when it comes to doing things it says it will, and on time & budget?
