jgunter...downside limited, what you are seeing is accumulation taking place, to do this you need to ensure that you peg this price whilst you are loading up.
Shorting is a means to peg the price.
Add to that there maybe a genuine seller and then add to that frustrated holders also sell.
Keep an eye on the short positions once you see this activity diminishing the move up may occur.
Check the chart on SDM similar story of being pegged at 1.70-1.75 range.
