The price our exporters get for coal is negotiated with foreign buyers. The price we get is limited to what South African, Indonesian or Brazillians are prepared to take.

If the Aust govt put a tax on our coal the buyers would only pay the same total price. Its an international commodity. The exporting miners would lose the same amount that our government took.
