I believe the answer is "simple": It takes TIME. But it will happen in my opinion. Asians a hard negotiators and also the decision-making process (especially with Japanese) is a long-winding one (I do know from a lot of personal experiences - having lived in the past for more than 10years in Japan).
So what does this mean for SER shareholders: Patience required. All JIMHO, of course. And I could be wrong.
