Apparently McGowan confided to a courier mails journo that:

"We'll be accessing turbines made in China and debt from China, and we think we can significantly reduce the cost of renewable energy,"

So it appears that financing had been secured.

The question is does this arrangement extend to all financing requirements or just this particular JV
