The time-lag between the ex-date and the 19th (being the day you have to be on the register to be eligible) is confusing at best. I would imagine that if you bought shares today, even though you are on the register by the 19th, they may be classed as inelligible for the rights issue. If you wanted to buy shares today, I would check with the company first, just to make sure.
