Hi All,
Instead of having the Carbon Tax and playing the game of pass the parcel to see who gets the benefits.

Would it not be cost efficient to give to big polluters tax breaks after they have invested directly in to improving their lot. Rather than hit them with a tax which will reduce their cash flow to implement cleaner changes.

Reward is always better than a big stick.For some may pack up and leave.
