I don't believe too much should be read into Shell's dropping out. Shell is a multinational with fingers in pies all over the place and, as I understand it, they had other priorities at the time (without going into detail). Without a cast iron guarantee of success, which obviously they would never get, they were not going to play.
To my mind Kora is as near a guarantee of success as you will get in this game.
